Livro que destaca o documento "Características Específicas de nossa Guerra Popular" do Partido Comunista das Filipinas que estabeleceu as bases e a compreensão da aplicação da guerra popular prolongada à realidade filipina e guiou o processo que persiste até os dias atuais. Foram adicionados também o regulamento do Novo Exército Popular aprovado em 1969, além de um balanço da história da construção do exército popular e o desenvolvimento da guerra popular feito pelo Professor Jose Maria Sison, um dos fundadores e grande líder histórico do movimento comunista nas Filipinas.
